Inclusion of Sign Language in Information and Communication Sciences : An Academic Advocacy bye Ronsard Kasanza Kashala

Congolese Sign Language, long marginalized in academic and institutional spaces, is now the subject of an unprecedented scientific advocacy. In a research project presented at the University of Information and Communication Sciences (UNISIC), Ronsard Kasanza Kashala, consultant in inclusive communication and assistant sign language interpreter, proposes the integration of sign language as a non-verbal communication system within Information and Communication Sciences.

The study highlights that, despite the adoption of Organic Law No. 22/003 of May 3, 2022 on the protection of the rights of persons with disabilities and Decree No. 24/26 of March 25, 2024 on accessibility, implementation remains weak. Deaf persons continue to be largely excluded from education, media, public administration, and higher education.

The researcher emphasizes the need to recognize sign language as :

  • A complete linguistic system, with its own grammar and syntax ;
  • A legitimate scientific object within communication studies ;
  • A transversal pedagogical tool in universities ;
  • A strategic professional skill for journalists, communicators, and public institutions.

The proposed model is based on three pillars: academic recognition, pedagogical integration, and professional training. The aim is to transform sign language from a marginal service into a central instrument of inclusion and democratic governance.

“Inclusion is not merely a matter of interpretation, but a structural reform of communication systems,” concludes the study, which calls for the mobilization of universities, media, and public authorities to guarantee the right to information and education for deaf persons in the DRC.

This reflection was supervised by Professor Georges Jérémie Wawa Mozanimu, who guided the work as scientific director, thereby reinforcing the academic legitimacy of the initiative.

Who is Ronsard Kasanza Kashala ?

Ronsard Kasanza Kashala is a leading figure in inclusion and communication in the Democratic Republic of Congo. He is the founding president of the National Network of Sign Language Interpreters and Communicators (RIGS) as well as the NGO Millennium Afrikulture, dedicating his work to the promotion of sign language and the empowerment of talents from vulnerable backgrounds.

With over twenty years of experience in interpretation, sign language interpreting, supporting deaf communities, and producing multimedia documents in sign language, he has established himself as a key advocate for accessibility and inclusion in the DRC.

He holds a Master’s degree in Strategic Organizational Communication from the University of Information and Communication Sciences (UNISIC, formerly IFASIC), where he focused his research on the integration of sign language as a scientific and professional system within information and communication sciences.

Through his institutional, academic, and associative commitments, Ronsard Kasanza defends a clear vision: to make sign language a tool of citizenship, culture, and inclusive governance, ensuring that deaf people fully participate in the social, educational, and democratic life of the Democratic Republic of Congo.
